After listed, no need for the preposition 'out'
reply to someone
In your first email, you could have a little more content- for example writing that you have no idea about what to do. While using point form in the second email is ok, in the first email it is better tot have a paragraph.
In the second email,what is your purpose? You need to write your purpose in the opening paragraph.
You are missing the verb in the first problem. 'the problem is that...'
lost / loss / lose
You could go into a little more detail about your solutions.
Remember in the letter you need to provide all the address format.
Words like 'complaint' and 'no spare key' are negative, so you should try to avoid them
You can give more detail-for example how frequently the security guards will patrol. Your aim is to reassure the reader - focus on your solutions rater than the problems.
if the reader has a question, how can they contact you?

Hi Becky,
I've received a complaint letter on 21 Mar 2011. The resident listed out some problems about the new garbage collection system, I need your advice in order to reply the residents.

The writer, Ellen Ma, talks about 4 problems:
1.Cannot get spare key
2.Security problem caused by losing key
3. Lack of consultation
4.Rude and unhelpful staff in Management Office

Subject: Complaint about New Garbage Collection System

Dear Richard,
I have received a complaint concerning the new garbage collection system.

1. No spare key provided
The problem that no spare key was given during the non working hour and holiday of our management office. For the future i recommend we give spare key to our security guards who work night shift and resident can borrow from them anytime they are in need.

2. Security Problem
Another issue was related to the lost of keys that increases robbery risk. A possible solution would be employ more security guard and install CCTV in order to ensure the safety.

3. Lack of consultion
The writer pointed out that the schemes are always introduced with no prior consultation. However, all the new proposals were approved by the vote of residents' committee.

4. Impolite staff
She also complained about the rudeness and unhelpfulness of staff in Management Office. We should provide better training on their problem solving skill for better services quality.

Perhaps in way of compensation we can offer the complainant free rubbish bags and free spare key.

I hope these suggestions are satisfactory.

i am writing on behalf of Collier Estate Management Ltd to apologize for the matters you mentioned in your dated 21 March 2011. We have investigated your complaints and would like to report the following facts to you.

First, concerning the issue of no spare key was given during the non working hour and holiday of our management office,we have prepared some spare keys to our security guards who work night shift and you can borrow from them anytime you are in need.

Regarding the security matters, we admitted that there is a security risk if the residents lost their key. We would employ more security guard and install CCTV in order to ensure the safety.

For the lack of consultation that you mentioned, we would like to explain that all the new proposals were approved by the vote of residents' committee and some notices were put on the notice board in every blocks. Further information and consultation record can be found in the Management Office.

Finally, about the matter of staff attitude , we would like to provide more training and a evaluation scheme to our them for better service quality.

I hope you will find the above arrangements satisfactory. As a compensation for causing you any inconvenient, we would like to give you a free spare key and a pack of garbage bags.
